i using bluehost host site, ftp filezilla, , operate windows machine. i'm relatively new this, , couldn't bluehost's one-click install work, had resort manual install.

one thing stands out me - suggest increasing "max execution time" 30 seconds, 300 seconds (in php.ini file - ask host support assistance on 1 if needed).

normally, config file won't exist until installation done, since installation script creates config.file.

the correct file permissions 755 folders 644 files. (and when created 444 configuration.php). these correct me.

the manual install best, , recommended method.

did upload files in "binary" mode?

your o/s , ftp program shouldn't make difference.
