if 1 adds new users of ssh allowusers line, new users have added new users in system settings, under users , groups?

usually, yes, because allowusers defines people accounts on system/server may use ssh connect. example, if have users "foo", "bar", , "baz", , want allow foo , bar use ssh, in config i'd "allowusers" , define foo , bar on line.
