No link to template CSS - Joomla! Forum - community, help and support

as subject header says. have site sitting in test domain ie http://www.testdomain.com/testsite/index.php

the css folder sits in template folder. foler included in templatedetails.xml ie

i have tried absolute , relative ways link css folder. file custom.css:

when reviewed site, comes out message stating domain sale. url correct, or missing something?
